Dennis Pottle had clamped eleven hundred vehicles in Hartlepool and never once been offered a biscuit by any of them. So when the blue box appeared on the double yellows outside the Co-op at ten past six, he assumed a hearse had got lost. The sign on its roof said POLICE PUBLIC CALL BOX, which he thought was a cheek, because nobody had rung it since before he had a driving licence.

A man with a head like a boiled egg sat on top of it, cross-legged, a scarf wound round his neck four times in red, yellow and blue stripes. A small antenna wobbled from his crown. He was eating chips out of the paper and did not look up.

"You can't clamp me," he said. "I'm technically in transit."

"Transit to where?"

"Tuesday, mostly. Thursdays if the wind's right."

Dennis got his clamp out anyway. The scarf unspooled from the roof like a ribbon at a fairground, wrapped itself round the clamp, then round Dennis, and then the tarmac was no longer under his boots.

He came round sitting in the Co-op car park with his hi-vis on inside out and a chip-shop paper in his lap. The box was gone. Where it had stood, a clean rectangle of tarmac looked fresher than the rest. His clamp lay on the kerb, bent into the shape of a question mark. Tucked under his wiper was a single stripe of wool, red, yellow and blue, and a note in careful capitals: APPEAL UPHELD. KEEP WARM.
