Nobody on the ninth floor of Carrow Court remembered who first tied the red bow to the stair rail, only that it was there the winter the lift stopped. Mrs Okafor said it belonged to a girl called Tilly who had lived on the fourteenth and gone to the seaside and never come back. Mr Dunn said the council had put it there. The children said it was the mouse that lived in the lift shaft, and that its two round ears sat above the bow where the loops of the lift cable crossed.

Every evening the lift went up and down its figure of eight, seventh to ninth and back again, opening its doors on nothing. The children counted the trips. Ruth, who was nine and sensible, decided the only way to stop it was to climb the stairs with the bow in her pocket and tie it to the cable housing on the roof. She went round the building three times before she found the right door, which was propped open with a trainer.

Up top the wind smelt of rain and frying onions. The cable housing was cold and humming. Ruth tied the bow in a loose double knot, the way her nan did her plaits, and said the thing her mum said whenever the washing machine walked across the kitchen. You can go round as long as you like, but you have to come out somewhere.

The next morning the lift doors opened at the ninth floor and stayed open. The red bow was back on the stair rail, tied tight, and the lift has never gone past that floor since.
